Well it seems to have worked now.
The following sequence fixed the problem
sudo apt-get update
sudo apt-get -y upgrade --fix-missing https://bugs.launchpad.net/bugs/1907510

I have tried 10 times now latest run, in full.
sudo apt-get -y clean && sudo apt-get update && sudo apt-get -y upgrade
Hit:1 http://us.archive.ubuntu.com/ubuntu focal InRelease
Hit:2 http://security.ubuntu.com/ubuntu focal-security InRelease
Hit:3 http://us.archive.ubuntu.com/ubuntu focal-updates
I just checked the file on the server and the hashes match the expected
hashes. I would try a few more times.
** Package changed: apt (Ubuntu) => linux-firmware (Ubuntu)
** Changed in: linux-firmware (Ubuntu)
Status: Incomplete => New

Probably just a transmission glitch. Clear out the apt cache and try again.
sudo apt-get clean
sudo apt-get update
