Not really blindly, there are other situations where configuration files
might be locked. Plus technically an update shouldn't demand write
access unless its actually needed.

I don't think it's reasonable to expect everything to work if you
blindly change permissions of core system files.

Ideally the post-installation script didn't fail if it can't modify the
file, irrelevant of the reason why it's not writable.
