All the entries in your /etc/apt/sources.list file are commented out
which in addition to making the distibution-upgrade difficult to
calculate is also preventing you from getting any updates. Please
resolve the situation with your sources.list file, install updates and
then try the upgrade process
i have finished upgrade ubuntu to 20.04 after uninstall mutter.
