Thank you for taking the time to report this bug and helping to make
Ubuntu better.
It's awesome that you found the workaround and realized that the newer
version (or that patch for that matter) won't work out.
For the problem that you stated, I'd like to let you know (or remind you
if
newer release is not the solution, you have to add the SecLevel for
openssl to the bind options
example in haproxy.cfg: bind IP:Port crt "certifcatefile" ssl-min-ver
TLSv1.1 ciphers !RC4:HIGH:!aNULL@SECLEVEL=1
