mate-terminal is the default terminal in Ubuntu MATE. I have tried to
reproduce this issue and can not.

I am not sure why you are doubting that I run Ubuntu MATE but ok:
1. I have been running Ubuntu MATE since a few years now (Since 2015);
2. This system that is exhibiting this error has been updated from 20.04 UP to
20.10 and then again UP to 21.04;
3. I have been having this focus issue on this
If you really run Ubuntu MATE, then
gsettings get org.gnome.desktop.wm.preferences focus-new-windows
'smart'
will not work. Use different configuration schema - like org.mate.Marco.general
