Following a discussion on reddit it seems that this is the place where to ask (https://www.reddit.com/r/Ubuntu/comments/p20s7t/how_to_ask_someone_from_the_community_to_create/) There is an extension for Nautilus that I find very useful, which allows to annotate file and directories in Nautilus (https://gitlab.gnome.org/madmurphy/nautilus-annotations). No Ubuntu/Debian packages are available as far as I know, however it is possible to install it from source.
