I filed a bug in systemd (although I'm not really sure it's systemd's bug) https://github.com/systemd/systemd/issues/20564 and uploaded a simple workaround (in systemd) that passed systemd armhf autopkgtests in my PPA. Fingers crossed! We should come back and review this fix after glibc has
