Upgrade should verify those changes and verify that everything working
live on a platform should be referenced and installed during upgrade, in
this case, install the new referenced package,

It's a new package in Impish and going forward, it doesn't exist in
older series. The reason being that we enabled a whole bunch of new
drivers in Impish and don't want to blow up the size of linux-modules.
As a result, some other non-essential drivers moved to the new package.

Installing linux-modules-extra-raspi seems to fix the problem, the
package has probably be remove during the upgrade from 21.04 to 21.10.
