No. The lack of an "SA" for Share-Alike makes it completely incompatible
with Ubuntu's licensing requirements.

It's not so much of a build issue as it is a licensing issue (see the
Debian bug that Colin linked). For that reason, we cannot include in the
Ubuntu repositories.

Just want to say that it's possible to build from the official binary
packages (not sources)
I also tried building from source, but that was too complex due to at
least 4 different parts of the build system which try to load
dependencies from the net

This package has been removed from Debian
(https://bugs.debian.org/1087015) and so has now also been removed from
Ubuntu. We're sorry that we couldn't fix your bug properly.
