I didn't check yet, no. At the very least, this instance of libcxl would
be a NEW package, *if* we remove the old src:libcxl from the archive.
The component mismatch report is already incorrect, because it thinks
this ndctl build links with libcxlMAJOR from universe, but that's not
the case.

This is confusing. ndctl is producing libcxl binary packages now, but
there is a libcxl package in the archive already, ppc64el-only.
