keyboard shortcuts do not work when a menu is open

Can't use any global keyboard shortcuts or
I can confirm this bug. When any of the drop down menu is present (i.e.
menu is out and dropped), the print screen button does nothing when
pressed. When I undrop the menu and press the print screen button, it
shows the print screen dialog box to save the printer screen.
