I'm reopening because a request did come in from Jesse Barnes for having
intel_reg_dump available for end users. It would be nice to have this
in main, but for the time being, simply getting it sync'd to 0.10 would
be enough to enable users to manually build the tool when needed.

It's some tool to help debugging, never used it myself but it was
recently included in Debian, and dropped from our package because
libpciaccess is too old (and not in main).
