Public bug reported:

Every time I login, I get an apport notification that something has
crashed. Upon trying to report, it does nothing.

I have traced it to update-notifier after noticing that the icon that
appears is the same as the update-manager icon, and something one would
normally see if updates are available, except the notification never
appears; just the apport dialog appears.

Expected behavior: Update notifier dialog appears
Actual behavior: Apport dialog appears, but doesn't create bug report
