Public bug reported:

If I un-check the "Make available to other users" box, as soon as the
computer is rebooted it will not re-connect to that WiFi network again
and acts as if it has never connected to the network.

I have to click on the SSID name and set up a new connection (e.g.
"SSIDname 1") to reconnect. If I again go into settings and un-check the
box on the new connection, the issue repeats (and I end up with
"SSIDname 2", etc.).

Even if I go back and re-check the box and apply the settings, the
system refuses to reconnect using that connection and I have to set up a
new one.

Any new connection works fine across reboots, etc. until the first
reboot after I un-check the box and apply the settings.

I only have one user on this system, currently.
