Same here with Kubuntu 24.04.
This is actually a bug of the system tray applet, one can connect via
creating a WiFi-connection over the settings 'Network -> Connections'.

Sorry I haven't yet had the chance to test it with GNOME, but I can
confirm that it works if I manually add the connection with nmcli,
without adding any particular arguments:
nmcli c add type wifi ssid ""
It does seem to indeed be an issue with plasma-nm.

This seems to be related to OWE
