I changed the mask in /etc/modprobe.d/thinkpad_acpi to
options thinkpad_acpi hotkey=enable,0xff experimental=1
from
options thinkpad_acpi hotkey=enable,0x8f experimental=1
and now the button works over reboot. Is there a reason this is not the
default? Status light is still off.

echo enable,0x >/proc/acpi/ibm/hotkey made Fn+F5 work. The
wireless light is still of though.
