Looking at the output, the candidate version (i.e. which version will be
installed) is pointing to 9.4.0-1ubuntu1~20.04.1 for the first two
packages. So they are aware and would install the .1 versions.
However, gcc-9-base seems to stick to the
$ apt policy gobjc-9 libobjc-9-dev gcc-9-base
gobjc-9:
Installed: (none)
Candidate: 9.4.0-1ubuntu1~20.04.1

I tried reproducing this issue, and was able to install gobjc-9 without
any problems on Ubuntu 20.04 Could you run `sudo apt update` and check
if the problems persists? The binary packages mentioned is built from
the same source package
