I had the same problem.
There appears to be an issue about where python3 is located.
Downloading the latest version 0.13.1 and then running impressive.py
directly works.

I had the same problem. Seems to be an issue with python version
naming.
Creating a symlink:
sudo ln -s /usr/bin/python3 /usr/bin/python
appears to get everything working again.
You may also be able to use:
sudo apt install python-is-python3
