I have the exact same bug, using Xorg. VM worked until updated to
Jammy, now shows just like in OP's video: Launcher is drawn fully, but
only the top left part of the background draws. Dragging windows in
working portion of screen with mouse doesn't work.

Indeed there seem to be some error messages coming out of Mesa (about
vmwgfx) when the login screen uses Wayland. That probably puts the bug
in either Mesa or the kernel.

Maybe try reenabling the login screen and then please select 'Ubuntu on
Xorg' before you enter your password. Once logged in, please tell us if
the bug persists and run:
journalctl -b0 > journal.txt
and attach the resulting text file here.

Is it just Wayland sessions affected? Have you tried selecting 'Ubuntu
on Xorg' at the login screen?
