Zenigata I was able to get update-manager installed after renaming the
file and following your suggestions under another bug report however now
I am getting a deskbar-applet error and alacarte error.
Alsoe Erik when I for a rebuild of the dependencies using the above stated
command I am getting a
I had this problem upgrading from a clean and nearly unused Gutsy
system. Installing the build dependencies for update-manager allowed it
to install normally.

Hmm odd, vvery odd, maybe try getting the build-dependencies (apt-get
build-dep) it is another thing I made before getting it to work since I
unsuccessfully tried to install it directly from the source package
before.

I redownloaded I renamed the .deb file and it worked, not sure it was
the cause of the bug...
