Public bug reported:

Test hardware is an HP Z220 SFF Workstation, 32 GB RAM, 256 GB SSD.
Testing inside Gnome Boxes, VM is using SeaBIOS, 4 GB RAM. Bug is
showing up in a Kubuntu Kinetic live session with the latest ISO.
Discover version is Discover 5.24.5.

Steps to reproduce:

1: Click the Discover icon on the taskbar.
2: Close Discover.
3: Click the Discover icon on the taskbar.

Expected result: Discover should launch the second time.
Actual result: Discover does not launch.

Details:

When Discover fails to launch the second time, it will continue to fail
to launch over and over for some amount of time. It won't launch from
the taskbar, the Application Menu, or even from the terminal (it just
silently fails in the terminal). After a while, it suddenly decides to
start launching again, and then it's perfectly fine with launching
multiple times in quick succession.

This bug seems silly, but I've hit it (or at least something similar to
it) on my physical hardware. Discover told me updates were available, I
went to apply them and accidentally closed the window. I didn't manage
to get it back open to apply the updates, and ended up having to use the
terminal, which wasn't the end of the world, but it was annoying, and
for a user who wasn't comfortable with the terminal, it might have been
even more problematic.
