Although nodejs 16.x has some template code to support the --openssl-
legacy-provider option, the bulk of the functionality isn't implemented.

Having this option available would help solve bug #1974107, because the
webpack version currently available in kinetic (and which is being used
by glewlwyd during its build process) only supports the md4 hash, which
has been deprecated by opensssl 3.
