Public bug reported:
The default Kurdish keyboard layout in Ubuntu is "Turkish Q", the
standard keyboard layout for Turkish. This keyboard layout does not have
all letters necessary for Kurdish.
Proposed solution:
Replace the default keyboard for the locale ku_TR with the keyboard layout
"Turkey, Kurdish Latin Q"
