I confirm that. In final Hardy this issue is fixed. (Tested on laptop
with Intel and desktop with nvidia GPU.)

Sorry, should have kept an eye on this, this bug was fixed for me with
an update before Hardy went final.
IMO it has been fixed.

Experience the same problem, all compiz effects run fine but firefox is
a nightmare scrolling.
On sites like Google Reader scrolling down too fast makes firefox grey
out and continue scrolling to the bottom of the list.
Turning all visual effects off solves the problem.
