I can't reproduce this despite Package file is missing from the archive. I've
used the following command:
debmirror --verbose --progress --nosource --ignore-release-gpg
--host=archive.ubuntu.com --method=http --root=ubuntu --dist=gutsy-updates
--section=main --arch=i386 /tmp/debmirror-test

Easy, just gunzip the Packages.gz and is the same stuff. The thing is
that somebody forgot to place Packages in that dir and sometimes
debmirror complains about it.
