Brightness can be set under systemsettings -> power management.
Unfortunately, contrast cannot. There have been workarounds with
colorschemes eg:

This is not something we ( kubuntu ) can fix. I would suggest doing a
feature request upstream bugs.kde.org under systemsettings. Thanks
