That is true, the latest MySQL shell also works with MySQL 8.0.x. MySQL
Shell 8.3 is an innovation release though and will lose support once 8.4
is out. Meanwhile MySQL Shell 8.0.x will be supported alongside MySQL
8.0.x.

As for the hard bound to 8.0, that should be covered by the only mysql
dependency being mysql-source-8.0. I can specify that it has to be 8.0.x

After a bit of back and forth in my head I've found that what confused
me at first was that it has a MYSQL_VERSION file and a similar packaging
directory. But it has not full dir copy of mysql like percona had.

Considering the rationale, the fact mysql-shell is entirely new
functionality, and the proposed QA plan (dep8 tests, ppa test rebuild),
