1:2.4.0~rc2-1ubuntu3 so I am marking it as Fix Released. If after
upgrading you still experience this problem then please feel free to

I am sorry, when I have underlining turned on everything works properly.
However, when I go back to turn the underlining off, it refuses to turn
off unless I select text that is already underlined. So, just pressing
ctrl-u to turn off underlining wont work unless some text is
highlighted.

I don't think I understand what you are talking about. If you underline
something and then want to not underline it you have to highlight and
turn off underlining for that bit. So what exactly are you trying to do
that doesn't work properly? I am confused.
