A new release of Ubuntu is about to happen in a month and this nasty bug
still wasn't fixed after nearly 3 looong years. Which one you might ask?

Please read all the comments in the above bug report and see the
screenshots as well. This bug is nearly 3 years old and was confirmed
for the GNOME Panel and the gnome-panel package. You can't leave this
bug unsolved, really. The focus rectangle is not acting correctly in
GNOME panel. If you click on the menu bar (e.g. if you click on the
System menu), the focus rectangle is set on the Firefox quick launch
item, which is basically the next item on the panel. The focus should be
set on the item clicked, and _not_ on the item next to it. Please do
humanity a favour and fix this bug. Okay, I know "security bugs first"
but still... One expects if he/she clicks on an item in the GNOME panel,
that this very item should be marked as selected with the focus
rectangle, but it is not.

Please fix the focus to be correctly set for clicked items on the GNOME
panel. Thank you.
