Yes, that's probably intended... but I found it a bit boring when you
often use the scroll of your mouse... I think it would be nice to be
able to scroll wherever on the screen.

I see this too. However, I think it might be intended behaviour,
the plugin swallows your mouse movements so that it can
control whatever is in the "animation".
