I also can confirm this bug. I did a dist upgrade from hardy to ibex and
now ipw2100 firmware fails to load. Here is what dmesg says about it:

I downloaded the firmware from
http://ipw2100.sourceforge.net/firmware.php and extracted it into
/lib/firmware/2.6.27-7-generic/
1) Why isn't the firmware included? Because of the proprietary driver license?
2) Shouldn't at least a notice be there?
