GMT and UTC aren't the exact same, even if you ingore the summer-time
(leap seconds). Further UTC is the international standard. It should be
included.

just for the record it's called GMT so there is no UTC in the list. but
you can simply name the place UTC and ignore that the panel applet will
say GMT -1 in case your local timezone is one hour in front of the real
GMT/UTC.

There should still be a UTC time zone, however, for consistency - a user
like me adding a Prague time zone to display at the bottom would expect
to use the same process to add a UTC one.

Perhaps TZ isn't the right approach here: the self help for Coick 2.22.2 claims
General/Panel DIsplay a UTC clock type:
"Use UTC: Select this option to display Universal Coordinated Time, also known
as Greenwich Mean Time, in the applet."
However, I note that when I use Preferences in Clock 2.2

Agree, needs UTC!
Also, how the heck does the applet sort things? I have:
* London (Europe/London)
* UTC (Atlantic/Reykjavik)
* San Fransisco (America/Los_Angles)
I'd rather UTC be first... Oh well.

As a temporary workaround, you can use the timezone Atlantic/Reykjavik,
which is on GMT year-round. Of course, if Iceland ever decided to use
daylight savings time, this workaround will break.

Additional thoughts would be to don't show any weather for the UTC-Entry
but a Globe or something similar instead.
And of course no map entry therefore.
