Good news. I installed kernel 6.8.0-44 from the proposed ppa and hotplug
is working again. So a fix should be in the pipeline. Can anyone else
confirm?

Is there any progress on this? I have tried another distro and it is
still not working (Fedora 40 - Kernel 6.8)
It may be resolved in Kernel 6.9. Using Arch 6.9.3-3-MANJARO hotplug is
working.

Could someone do git bisect to check which commit could cause the regression?
My wild guess would be
the commit which add Intel Alder Lake-P AHCI controller to low power chipsets
list or others in the following.
$ git log --oneline Ubuntu-5.15.0-92.102..Ubuntu-5.15.0-94.104 |grep "ata: ahci"
c5
I can confirm sata hotplug is still not working as of kernel 6.5.0-26.
It is working on 6.5.11-060511-generic mainline.
