I have seen Gaƫl's post and the fix seems to be as easy as adding the 4.18.6 version to the default repositories, so synaptic (or aptitude, or whatever you use) can update xfce4-panel. May I respectfully ask why this hasn't happened yet? Me (and i am sure thousands of other xubuntu users)

I've seen this same issue a few times as well. I never noticed that it doesn't happen on the very first login though, that is interesting info for troubleshooting for sure. Maybe a misconfiguration is being pulled over with the skel files when establishing the profile for the first time
