The only workaround I found is to manually edit the YAML plan in
/etc/netplan by adding:
ipv6-address-generation: "eui64"
ipv6.token "::13"
ipv6-privacy: true
And then:
sudo nmcli connection reload
sudo nmcli connection up "Wired Connection 1"
