I have the same error when I try to update my postgresql with synaptic.
This is what I have in the console (my locale is set to pt_br):

The ouput looks good, the manual stopping succeeded. Do you know how to
reproduce this error?

No. I tried forcing a reinstall of the postgresql packages, and aside
from the usual scrollkeeper errors that went fine.

Hm, curious. Do you still have some surrounding screen output? What does
"pg_lsclusters" print out? And what does
sudo sh -ex /etc/init.d/postgresql-8.3 stop
print? I suppose stopping the existing clusters failed somehow, thus the
upgrade was aborted.
