This bug was listed a couple months ago, but this just happened on my
Kubuntu 22.04 system (Plasma version 5.24.7, frameworks 5.92.0, kernel
5.15.0-116-generic (64 bit) Graphics platform x11)

I simply de-selected the top item on the list and then re-ran the
updates. If I got the message again, I de-selected the next one and so
forth.

I also realized that the package (google chrome) was running at the time
and was the culprit. I was able to update all the packages successfully.
My suggestion is to simply close any open applications, and de-select
whatever is the top item. At least the rest of the updates will happen.
If it still presents a problem, restart and try again. If that doesn't
work, there are a bunch of ways to find out what is actually running and
mucking up the works.

Sorry if this is a repeat, this is the most recent bug I found.
