[Impact]
The mstflint_access kernel module provided by the mstflint-dkms package has
inconsistent licensing in the source. While the SPDX-License-Identifier tag
says "GPL-2.0 or Linux-OpenIB", the license header only lists BSD-3-Clause,
which covers the Linux OpenIB license, but not the GPL.
Since I'm backporting changes before/after this correction, I felt it
made sense to backport the licensing clarification as well.
