I can confirm. I have the same problem. Strangely Kate does remember
plugins when I reopen it, but it forgets them after restart. Version
3.1.2

Did you invoke kate by the menu or by opening a file from Dolphin? I had
the same problem, but when I started kate from the menu and enabled the
plugin, it was saved; just not, when I opened kate from Dolphin.
