I'm also running into this problem, which appeared after the Ubuntu upgrade,
which switched thunderbird from .deb to a snap package.
In the dmesg output I see several apparmor messages concerning thunderbird. I'm
not sure which of them -- if any -- relates to the issue, but I strongly
suspect
Status changed to 'Confirmed' because the bug affects multiple users.

I have also tried setting Thunderbird's settings for Files & Attachments
to "Use /bin/okular". The pdf files are still not opened.
As a workaround, I can save the pdf files and then open them with
okular. But WHY do I have to do this in a roundabout way? It used to
"just work" seamlessly!
