yes, it matches. However, remember that as part of my debugging with
Jetbrains (link above) I removed and then installed the lang again, and
since then the bug is hiding.

Seems pretty certain to be X. There is no wayland-session tag and the
Nvidia driver is present.

Please open Settings > Keyboard > Input Sources and then 'View Keyboard
Layout' for the item at the top of the list. Does it match the layout
you expected?

For the desktop, console-setup only handles the declaration of the
keyboard mappings; the actual toggling between keymaps is handled up the
stack in the X or Wayland stack. Are you using X or Wayland here?
