I was digging into a similar issue reported in the forum, see:

and was able to confirm that this indeed is a problem with snapd which
may occur if the snap is rebuilt from a delta in a pre-download change.

Yes. If the update size is 60MB, I saw the download amount after the
Auto-update increase by 120 MB. I also saw a download activity on my
Wireless Network Adapter during the Auto-update. I think that the 'snap
tasks' commands show it also.

The task for download is always present, but the actual task handler
doesn't do anything if the file is already cached. Are you saying that
you actually observed the file firefox snap (or delta) be downloaded
twice?
