This issue of circular PHP dependencies had been discussed in the server
team recently. Capacity is limited, which is why we might need to rely
on the workarounds described above, but I've moved it to our backlog for
fixing it properly – in collaboration with Debian – once time allows.

I worked around this by temporarily disabling php-deepcopy's tests to
bootstrap it and then reverted my changes once it was built and
published.
