Also I think changing "dh_makeshlibs -plibllvm$(LLVM_VERSION)" to
"dh_makeshlibs -plibllvm$(LLVM_VERSION) -VUpstream-Version" will mean
that things like e.g. rebuilding bpftrace will pick up a versioned
dependency on libllvm18, which would make the sort of problem that
happened in 2097317 apparent

packages built against it.
Specifically:
In 1:18.1.3-1ubuntu1 has:

I would be great to havbe a newer llvm than 18.1.3 for 24.04/noble.
The clang-format-18 from 18.1.3 is quite different from the one in 18.1.4 (and
onwards). It gives formatting differences that cannot be controlled with tool
settings. From 18.1.4 and onwards clang-format seems way more stable (al
$ rmadison -asource llvm-toolchain-18
