With the release of Intrepid I no longer encounter this problem as I do
no longer use KDE3. So I close this Bug.

Under Running programs I found a quick trubelshooting a variation of this tip
worked for me:
Here what I did:
First I ran:
$ dbus-launch konsole
Then in the new konsole window:
$ /usr/lib/kde4/bin/dolph
Yes I have still the same error, even with the newest updates installed.
