I confirm the same issue on my side.
If I remove the splash or use nomodeset in grub I can enter my luks password.
Otherwise I'm stuck with no layout indicator as well.
I'm running 6.8.0.52 kernel

Just reproduced on 6.11.0-19.
Some additional details:
- Both with `splash` and without, at first the screen is bright and the input
is registered just fine
- Also in both cases, after a couple of seconds the screen becomes momentarily
black, and the old content is now displayed dimmed

removing splash works with kernel 6.8.0.51 but it's ugly.

I have the same problem, no solution yet (for few weeks)
1. workaround is to remove "splash" from grub.conf or /etc/default/grub
# GRUB_CMDLINE_LINUX_DEFAULT="quiet splash"
GRUB_CMDLINE_LINUX_DEFAULT="quiet"
sudo vim /etc/default/grub
sudo update-grub
but it removes nice graphical prompt
