It's been rejected y upstream because Quincy is EOL but we can combine
this into 19.2.9 SRU.

With regards to testing: The Ceph team is now using a monorepo hosted in
github. This repository has been used to run the tests for every Ceph
charm using a PPA with this version (17.2.8) of Ceph being used. The
