Not really, the two scroll behaviours interact in a well defined way:
The "Scroll action" controls what happens when scrolling outside of the
app list, or when scrolling hovering the app list if it is configured to
automatically scale the icon siz

This conflicts with the "Scroll action" setting. But that refers to
scrolling over an app icon so the setting should probably be removed
completely. Also its default value is 'do-nothing', which is probably
part of the problem here.

I agree. I should have clarified that I think scrolling should be the
only action over the dock.
If anyone wants workspace switching then that's still possible over the
workspace indicator in the top left of the screen.

Another possibility would be making int configurable in the "Ubuntu
Desktop" section of G-C-C:
Scroll wheel over dock: (*) Scroll icons
( ) Switch workspace
( ) Scroll when overfull, otherwise switch workspace

And in my opinion this should be scrolling the icons so that one can
handle an overfull dock. The only way to scroll the icons without scroll
wheel is to move the pointer into a very small area at the upper or
lower end of the dock and wait for the then slowly scrolling icons. This
is really awkwar
My personal opinion is that we should make scroll wheel a single
consistent action for the entire dock regardless of the number of icons,
and regardless of whether the event occurs over an icon or a blank area
of the dock.
