Binary package hint: network-manager

So I entered manually all the wireless networs settings with static ip address 
and no security, but, first of all, there is no such option as open network or 
unsecured network, if I leave as it is, it is wpa personal, it doesn't connect. 
I have to choose wep key (hexadecimal) and leave the password field blank. 
Second thing, that it is working only until reboot, after reboot, it is again 
set to wpa personal and no wireless connection. 
System is hardy up to date, wireless card ipw3945.
