There are actually several different settings for keyboards, and I wonder if perhaps with setxkbmap it attempts to fill in the missing values for you, whereas if setting in xorg.conf if you have to specify them explicitly? To debug it further, try using `setxkbmap -print` to determine the keycodes

Hi Bryce, One followup. I put the following in my xorg.conf file but this does not seem to fix the problem on reboot. I still have to manually issue the setxkbmap command for this to take effect. Any ideas? Section "InputDevice" # generated from default Identifier "Keyboard0"
